Lower Harts Pond Dam, New Britain Water Department — Berlin, Connecticut

The Lower Harts Pond Dam is a water supply reservoir owned and operated by the City of New Britain Water Department and located in the Town of Berlin. Excessive seepage was occurring at the toe of the earthen dam.

Upon completion of Phase I and Phase II dam evaluations, LEI designed repairs including the placement of a sand wedge at the toe, the installation of toe drains, and surface restoration. The elements of this design addressed the dam's global stability, impoundment face armoring, spillway upgrades, and construction phasing and methods of dewatering. In addition to construction plans and specifications, LEI provided permitting and bidding assistance, construction administration, material testing services during construction and periodic construction observation.

In conjunction with the design of the dam improvements, LEI developed a Dam Emergency Operations Plan which depicts the results of dam breach analysis and defines, in detail, the monitoring requirements during high water events, and the areas of inundation notification requirements. LEI also conducted full bathymetric mapping of Lower Harts Pond and five other reservoirs owned by the city.
